Project Background


Accelerating Biodiversity Conservation in the Peruvian Amazon: Innovative and Inclusive Financial Mechanisms for a Peru (ABCPA) is a 2-year technical assistance program that GGGI is implementing for the Peruvian government in partnership with the Ministry of Environment (MINAM), Ministry of Economy and Finance (MEF), and other pertinent public entities, including National Service of Natural Protected Areas by the State (SERNANP).

The program -which is supported by the Amazon Regional Fund (ARF), an arm of the UK's Partnering for Accelerated Climate Transitions (UK PACT) initiative, which is a part of the UK's International Climate Finance (ICF) portfolio- aims to play a key role in implementing the nation's National Strategy for Biological Diversity (NBSAP), which outlines strategic measures and actions to accelerate the implementation of international environmental finance, biodiversity finance frameworks, and private sector investments in biodiversity projects and initiatives in Peru.

Context


The project addresses critical barriers to biodiversity conservation in Peru by establishing the financial and institutional frameworks and conditions necessary for the sustainable management of the country's biodiversity.

Peru's biodiversity is under significant threat due to a lack of cohesive financial mechanisms and frameworks for effective biodiversity conservation.

To overcome these challenges, the project aims to strengthen the alignment between Peru's financial architecture and the country's biodiversity need by designing and implementing innovative and inclusive financial mechanisms, such as biodiversity bonds, and habitat banks.

The project also addresses the inequitable access to financial resources and decision-making among vulnerable populations; by fostering a paradigm shift that recognizes including women, indigenous communities, and rural populations as key stewards of ecosystems and ensures they are fairly compensated for their conservation efforts.

Key expected outcomes include increased financial flows toward biodiversity conservation, strengthened institutional frameworks, and a more equitable distribution of social and economic benefits.

By 2027, the project will have mobilized USD 500 million toward the sustainable management of 300,000 hectares of forests, providing a sustainable foundation for biodiversity conservation and climate resilience, directly benefiting the livelihoods of 500,000 people and contributing to the mitigation of up to 20 M tCO2e.

The project adopts a collaborative, government-led approach to establish the enabling conditions needed to overcome barriers to biodiversity conservation.

This will be achieved through: (OU1) the development and delivery of training to public and private actors — including those in the financial sector and the real economy — on nature-related financial risks, disclosures, and the design of innovative and inclusive biodiversity finance mechanisms and instruments; (OU2) technical advisory support to the Ministry of Environment to integrate and operationalize biodiversity conservation categories in MERESE; (OU3) the design and piloting of a Habitat Bank mechanism; and (OU4) technical assistance to the Ministry of Economy and Finance to integrate biodiversity conservation into Peru's Sovereign Sustainability Bond Frameworks.

All components will be complemented by a Gender, Equality, Disability, and Social Inclusion (GEDSI)-responsive implementation strategy.

Considering the scope of the project, the hiring of a specialist consultant is required to provide operational support to MINAM in promoting innovative economic instruments.

The consultant shall evaluate existing environmental economic mechanisms, identify gaps and opportunities for improvement, and propose adjustments to strengthen their design and effectiveness.

This support is key to optimizing the articulation of these instruments with other sectors and levels of government, as well as aligning their implementation with national priorities related to biodiversity conservation.

This process will mainly contribute to achieving, particularly OU2 and OU3.

Objectives of the Assignment


To achieve the project objectives, GGGI is looking for a consultant who will evaluate the currently implemented environmental economic mechanisms and identify opportunities for innovation, redesign, and strengthening, with the aim of improving their effectiveness, efficiency, and alignment with national goals on environmental sustainability and biodiversity conservation, with the following specific objectives:

  • Develop a detailed inventory of environmental economic mechanisms currently implemented at the national and subnational levels, including those directly or indirectly related to biodiversity conservation and sustainable use, specifying their scope, objectives, implementation status, and key stakeholders.

  • Identify opportunities for innovation, improvement, and scaling up of environmental economic mechanisms, with a particular focus on those that contribute to biodiversity conservation and analyze key challenges and enabling conditions for their effective strengthening.

  • Develop a technical proposal for the improvement, redesign, and implementation of prioritized environmental economic mechanisms, ensuring their alignment with national biodiversity conservation goals and their articulation with existing public policies and financial instruments.

Deliverables and Payment Schedule


This is a part-time, daily position.

The Consultant is expected to work in close coordination with the Project Manager.

In performing their duties, the Consultant shall ensure:

  • Clear and consistent communication to support compliance whit procedures, timelines, and established quality standards.

  • Strict confidentiality of all documents and information generated or handled throughout the duration of the contract.

The Consultant will be responsible for carrying out the following activities:

  • Development of an inventory of environmental economic mechanisms implemented at the national and subnational levels.

    The consultant shall conduct a systematic review of technical documents, policies, plans, agreements, and other relevant instruments issued by the national government, as well as equivalent information from regional and local governments.

    This inventory should identify mechanisms linked to biodiversity conservation and sustainable use.

  • Analysis and evaluation of the performance of the identified environmental economic mechanisms.

    This evaluation will be based on information available from official government platforms, as well as inputs gathered through transparency mechanisms, consultation spaces, and coordination with national, regional, and local authorities.

    The analysis should consider aspects such as effectiveness, efficiency, environmental impact, and contribution to biodiversity conservation goals.

  • Identification of opportunities for improvement and innovation in the design and implementation of the mechanisms.

    The consultant shall identify areas for improvement considering the scope of application, target audience, the issues addressed by each instrument, and other relevant criteria.

    Additionally, international experience in the design and implementation of similar mechanisms should be reviewed, alongside technical documents related to resource mobilization for achieving the Kunming-Montreal Global Biodiversity Framework targets, among other relevant materials.

  • Prioritization of economic mechanisms for optimization.

    Based on previous findings, objective criteria should be proposed to prioritize mechanisms with the greatest potential for improvement, impact, or scalability.

    This prioritization must consider their relevance to biodiversity conservation and alignment with the country's environmental policies.

  • Development of technical proposals for the improvement and redesign of the prioritized mechanisms.

    The consultant will prepare concrete optimization proposals for the prioritized environmental economic mechanisms, including recommendations on regulatory, institutional, and operational adjustments.

    The proposals must be feasible, aligned with MINAM's priorities, and aimed at strengthening resource mobilization for biodiversity.

Scope of Work


As a result of the activities described above, the consultant is expected to produce the following evidence:

  • Report on the National Inventory of Environmental Economic Mechanisms implemented at the national and subnational levels.

  • Report on the analysis of opportunities and areas for improvement in the design and implementation of Environmental Economic Mechanisms.

  • Prioritization of Environmental Economic Mechanisms for optimization based on their potential impact on Biodiversity Conservation.

  • Technical Proposal for the improvement and redesign of the prioritized Environmental Economic Mechanisms.

Reporting Arrangements

  • The consultant will work with the MINAM and GGGI staff project and will report to the Project Manager.

  • All reports will be reviewed by the GGGI Project Manager and must receive final approval from MINAM for payment to proceed.

    Final approval of each report will be subject to the incorporation of adjustments suggested during the review process.

  • The reports must be presented in Spanish.

  • The consultant will submit monthly reports during the duration of the consultancy.

    Payments will follow the submission and approval of each report.

The Consultant should demonstrate the credentials described below.

Expertise required


Required:

  • Peruvian citizen or foreign who can reside and work in Lima- Peru with a valid work permit.

  • A professional degree in administration, economics, finance or related fields, preferably with complementary training in environmental sustainability and/or biodiversity conservation.

  • Specialized studies or a master's degree in environmental economics, biodiversity conservation finance, green finance, or related areas.

  • A minimum of five (5) to eight (8) years of experience in the development of technical studies related to green finance, and/or in the design and implementation of innovative economic and financial instruments for environmental management and/or biodiversity conservation.

  • At least five (5) years of specific experience in the analysis, design, or evaluation of environmental economic instruments within the Peruvian context.

  • Demonstrated knowledge in the analysis of regulatory frameworks, public policies, and legislation related to biodiversity, environmental, and economic management.

  • Experience in mobilizing financial resources for biodiversity conservation and in the practical application of economic mechanisms aligned with international frameworks such as the Kunming-Montreal Global Biodiversity Framework will be considered an asset.

  • Strong skills in the preparation of technical reports and public policy proposals, as well as the ability to work in coordination with public and private entities.
