Project Background
Accelerating Biodiversity Conservation in the Peruvian Amazon: Innovative and Inclusive Financial Mechanisms for a Peru (ABCPA) is a 2-year technical assistance program that GGGI is implementing for the Peruvian government in partnership with the Ministry of Environment (MINAM), Ministry of Economy and Finance (MEF), and other pertinent public entities, including National Service of Natural Protected Areas by the State (SERNANP).
The program -which is supported by the Amazon Regional Fund (ARF), an arm of the UK's Partnering for Accelerated Climate Transitions (UK PACT) initiative, which is a part of the UK's International Climate Finance (ICF) portfolio- aims to play a key role in implementing the nation's National Strategy for Biological Diversity (NBSAP), which outlines strategic measures and actions to accelerate the implementation of international environmental finance, biodiversity finance frameworks, and private sector investments in biodiversity projects and initiatives in Peru.
Context
The project addresses critical barriers to biodiversity conservation in Peru by establishing the financial and institutional frameworks and conditions necessary for the sustainable management of the country’s biodiversity.
Peru's biodiversity is under significant threat due to a lack of cohesive financial mechanisms and frameworks for effective biodiversity conservation.
To overcome these challenges, the project aims to strengthen the alignment between Peru’s financial architecture and the country’s biodiversity need by designing and implementing innovative and inclusive financial mechanisms, such as biodiversity bonds, and habitat banks.
The project also addresses the inequitable access to financial resources and decision-making among vulnerable populations; by fostering a paradigm shift that recognizes including women, indigenous communities, and rural populations as key stewards of ecosystems and ensures they are fairly compensated for their conservation efforts.
Key expected outcomes include increased financial flows toward biodiversity conservation, strengthened institutional frameworks, and a more equitable distribution of social and economic benefits.
By 2027, the project will have mobilized USD 500 million toward the sustainable management of 300,000 hectares of forests, providing a sustainable foundation for biodiversity conservation and climate resilience, directly benefiting the livelihoods of 500,000 people and contributing to the mitigation of up to 20 M tCO2e.
The project adopts a collaborative, government-led approach to establish the enabling conditions needed to overcome barriers to biodiversity conservation.
This will be achieved through: (OU1) the development and delivery of training to public and private actors — including those in the financial sector and the real economy — on nature-related financial risks, disclosures, and the design of innovative and inclusive biodiversity finance mechanisms and instruments; (OU2) technical advisory support to the Ministry of Environment to integrate and operationalize biodiversity conservation categories in MERESE; (OU3) the design and piloting of a “Habitat Bank” mechanism; and (OU4) technical assistance to the Ministry of Economy and Finance to integrate biodiversity conservation into Peru’s Sovereign Sustainability Bond Frameworks.
All components will be complemented by a Gender, Equality, Disability, and Social Inclusion (GEDSI)-responsive implementation strategy.
Considering the scope of the project, the hiring of a consultant is required to provide operational support to MINAM in developing digital tools to strengthen the registration, monitoring, and supervision of MERESE agreements.
This includes the creation of a geospatial database, data collection instruments, and interactive dashboards, as well as the preparation of user guidelines and training for the staff of the General Directorate of Environmental Economics and Financing (DGEFA) at MINAM.
This process will mainly contribute to achieving, particularly OU2.
Objectives of the Assignment
To achieve the project objectives, GGGI is looking for a consultant to support the development of digital tools that enhance the registration, implementation, and monitoring of MERESE agreements.
This includes integrating geospatial data and generating user-friendly instruments that improve access to and use of relevant information by MINAM, particularly the General Directorate of Environmental Economics and Financing (DGEFA), with the following specific objectives:
Deliverables and Payment Schedule
The hired consultant will provide specialized support for the development of digital tools to improve the registration, supervision, and monitoring of MERESE agreements through the integration of geospatial data and the creation of interactive instruments.
To ensure the achievement of the objectives, the consultancy includes delivery of four key products within a period of 94 working days, which will be evaluated and approved to guarantee the quality and progress of the project.
Below are the main activities that the consultant shall undertake, among others, to fulfill the established deliverables:
Development and delivery of the “Registro Único MERESE” database
Prepare and deliver a detailed work plan and timeline, outlining key activities, milestones, and estimated deadlines to guide the orderly and controlled implementation of the process phases.
Hold coordination meetings with the DGEFA team to standardize technical criteria for the development of the database, based on the documents submitted by initiatives registered in the Registro Único MERESE (approximately 25 agreements).
Develop a database with prioritized information on the MERESE agreements registered in the Registro Único MERESE, enabling monitoring of implementation and supervision actions.
Proposal for Forms and Guiding Documents to Automate the MERESE Process
Design structured proposed forms for each stage of the MERESE process (registration, implementation, supervision), identifying responsible users and applicable requirements.
Develop guided documents and supporting materials for completing the proposed forms, tailored by stakeholder type (authorities, promoting entities, providers, contributors).
Development and delivery of the georeferenced database
Coordinate with the GIS and spatial viewer team at MINAM to define the process for developing geospatial databases required for dashboard functionality.
Develop and integrate georeferenced information on MERESE agreements into a geospatial database (Geodatabase) compatible with MINAM’s GIS infrastructure.
Design and justification report for the MERESE dashboard and final report on data collection instruments for MERESE agreements including training report
Generate web services (WMS and/or WFS) and web applications (dashboards) using the ArcGIS Server and ArcGIS Enterprise environments available at MINAM.
Design a dashboard to visualize the information from the Registro Único MERESE, considering its multivariable nature (numerical data, text, codes, location, etc.).
Additionally, include a complementary dashboard to visualize ecosystem monitoring data at national, provincial, and district levels, incorporating spatial analysis.
Prepare guiding documents for data entry, updating, and maintenance of the dashboard.
Prepare a technical report that analyzes and documents the existing instruments used for data collection during the registration, implementation, and supervision of MERESE agreements and related processes.
Compile or update supporting documents and user guides that explain the use of current instruments, differentiated by process stage and stakeholder type.
Prepare a training report summarizing capacity-building activities related to the use of these instruments, including participants, content covered, feedback, and recommendations.

Reporting Arrangements
The consultant will collaborate closely with MINAM and GGGI project staff and report directly to the Project Manager.
All deliverables will be reviewed by the GGGI Project Manager and require final approval from MINAM before payment is processed.
Approval will be contingent upon incorporating any revisions or feedback provided during the review.
All reports and deliverables must be submitted in Spanish.
Payments will be made upon the successful submission and approval of each deliverable according to the agreed timeline.
The Consultant should demonstrate the credentials described below.
Expertise required
Peruvian citizen or foreign who can reside and work in Lima- Peru with a valid work permit.
Bachelor’s degree in Systems Engineering, Geographic Engineering, Computer Science, Statistics, Data Science, or related fields.
Specialized studies or courses in Business Intelligence (BI), data analysis, and software for data processing and visualization.
At least 4 years of professional experience in developing databases and multivariable dashboards in web environments.
Experience in managing environmental and/or natural resources information is desirable.
Skills
Experience in database development and multivariable web dashboards.
Proficient in BI tools and data visualization.
Ability to work with multidisciplinary teams.
Strong communication and interpersonal skills.
Fluent in Spanish
